Neil Howlett tells me this is an old cattle droving road. It is also a beautiful, though short, example of what I call a "green Road" (just my personal name - it doesn't seem to have any official status). In my personal definition of "green road" absence of wheel ruts is important. In Ireland they have the rather nice word "boreen" which means "little street" but most Irish boreens are what we would call sunken lanes or muddy tracks.
