A nice combo. The hedge-cutter has damaged the signs - contractors love to do this, I think. It could show a lack of skill or care, but I doubt that, I think that they like to damage the road signs and footpath signs, as I have seen so many knocked about, torn or knocked awry. If I cut hedges I would look for ways to entertain myself on mundane, repetitive tasks that are essentially thankless, unacknowledged and ignored by most people. Dinking signage without actually destroying it might be a low level under the radar style way of vandalising things without people perceiving that is what is in fact being done.
