Mural in subway at Otterbourne Hill

The subway enables pedestrians to cross under Winchester Road where it crosses over the M3 north of junction 12. The mural covers the whole of one wall of the subway and is illuminated by lights in the other wall (hence the glare top right). The subway is about ten paces long and is open at both ends, yet it still has a red sign saying "It is against the law to smoke in this subway" - I'm afraid this kind of thing really annoys me - can nobody employ a sense of proportion?
