Bronze sculpted plaque representing Industry as a complement to Art https://www.geograph.org.uk/photo/7586618. The anvil is inscribed 'Henry E Hoole, Mayor, 1860'. Hoole was the owner of the works, responsible for their redevelopment in that year https://www.geograph.org.uk/photo/7586621 . The bearded face is similar to that of a subsidiary face in the 'Art' panel; could this be Hoole himself? There are many examples of industrialists having their portraits included as architectural detail on their premises. See https://www.geograph.org.uk/photo/7586614 for location.
