This formed part of the Civic Centre, including Council Chamber, developed as part of the post-war reconstruction of the city centre. As such, the whole complex is Listed Grade II. The tower and its podium buildings, were however vacated by the council in 2015. Planning consent was given in 2020 for conversion of the tower to flats and the podium area to retail and restaurant units. A press report in June 2023 suggested that works could be complete by 2025.
