The inscription says "This part of Sanquhar's common land is the traditional site where Councillors were dumped and the Burgh Charter read during the riding of the burgh marches since their revival in 1910." Note that "dumped" in this context means "thumped on the back". In Scotland a way of celebrating someone's birthday is to "give him/her their dumps."
