A sure way to kill a tree is to ring it, by cutting off the bark and conductive tissues [phloem and xylem] all round the trunk. Phloem transports the products of photosynthesis down from the leaves, and xylem carries water upwards from the roots. I have no idea why this tree is being killed. Despite the large gall or burr on the stem the tree seems perfectly sound. Perhaps a cabinetmaker or woodworker has made the council an offer it can't refuse - such wood could be valuable.
