(Possibly) A Fire Hydrant in a Wall

I am by no means certain whether this is a quirky old fire hydrant - mainly because every internet search I have done on the subject brings up no similar images at all. It is certainly an oddity though, and the only other thing I can imagine it might have been there for was to drain water from the grounds above the wall in times of flooding; if this was the case the people who owned the land behind the wall must have had had a bit of money. There was obviously once a door on the wall facilitating access to the tap. The fact that the tap outlet is so big is the reason I think it must have been designed to accommodate a pipe once upon a time, but I stand to be corrected. It is on Lasswade Road and the picture is looking away from Edinburgh.
