I was fascinated by this. The rectangular box in the right foreground is a small boiler that I believe is electric. The steam is fed into the long section of pipe that can hold a strip of wood and is sealed at the ends. This softens the wood so it can be bent round and clamped to the jig on the left. When it cools it holds its shape and van be used to form part of the wheel used to suspend bells for swinging right round for change ringing.
