Although it's now known as Cannon Cottage, the house here is described in its National Monument of Wales (Coflein) record https://coflein.gov.uk/en/site/302579 as a "Weigh-house serving the Newton-Builth road built by William Pugh of Brynllywarch in 1823". This was presumably a method of levying tolls for carriage of some goods on the road at that time.
