The graveyard is presumably associated with St John's Church in the village of Rookhope, which has ceased to be a church - it's currently, (February 2022), undergoing conversion to a dwelling - https://www.geograph.org.uk/photo/7101374 . Rookhope Burn flows out of view beyond trees at the left side of the image.
