Not having walked this way for several years, and seeking workmen outside, I thought this was a brand new building. In fact it was built in 2013-14, see Image The institution was founded by a Ukrainian billionaire, Leonard Blavatnik, and has "a mission to inspire and support better government and public policy around the world" according to its own website. Bitterly ironic, as I'm submitting the photo on the day that the Russian army invaded Ukraine.
