The building was constructed in 1872 funded by a trust set up to administer a legacy in the will of David Walch (or Walsh) of Hardy Corn Mill Estate who died in 1847. The will stipulated "That the Trustees should erect a building for use as a school or schools, public library and reading room for the general education, instruction and rational amusement of the inhabitants of the township of Harwood and the neighbourhood thereof." The building has now been converted into apartments which include those in the adjacent new build to the right of the original structure.
