I think NCI stands for "New Chesterton Institute". Viewers in the distant future may be intrigued by the "Telephone Pole" standing next to it, with the radiating cables to all the fixed telephones, or "Landlines" as they were sometimes called, in the street. Such telephones were still quite common at this time, and the poles and cables were a common street feature.
