The artwork is devoid of any interpretation on site, but other contributors name it as 'Sports Day'. I don't get it myself - there's a human head and hands, and a dog, but no obvious sporting imagery. The first impression is that it's carved from coal, but actually it is made from reinforced concrete according to Image where there is also an interpretation.
