This is the Paddington arm of the canal, and (according to Dr Neil Clifton: https://www.geograph.org.uk/photo/794392 ) the bridge is known as Carlton Bridge. The tower - newly-built - styles itself 'The Brick'. The red signs say 'over 50% sold', so sales aren't going especially well in Covid times. The photo was taken in autumnal light at the end of October.
