These are a Xanthoparmelia species, though it is not easy to determine which one from the photo. They look like X. conspersa but that is primarily a western species. X. mougeotii is the most likely alternative as this favours South East England. Both species grow happily on concrete and asphalt and are often abundant on pavements where they look a bit like squashed chewing gum. Microscopic examination would be necessary for a positive determination.
