Or, in full, Air Chief Marshal Hugh Caswall Tremenheere Dowding, 1st Baron of Bentley Priory, G.C.B., G.C.V.O., C.M.G. 1882-1970. He was responsible for the preparation for and the conduct of the Battle of Britain https://en.wikipedia.org/wiki/Hugh_Dowding, and was born in Moffat. This memorial is in Station Park, Moffat; see Image for a wider view of the memorial. For the curious, Tremenheere was his mother's maiden name.
