The terracotta and iron structure in the foreground is the base of the Tivoli Lamp, a 19th century street lamp which appears to have started life in the nearby Montpellier district before being moved to Tivoli. The district of Tivoli was developed in the 1830s on what was then the edge of the fashionable spa town of Cheltenham. It is of course named after the town near Rome, famous for its Roman remains and Renaissance gardens. http://www.cheltenhamsouthtown.org/an-introduction-to-tivoli.html
