Most of the M23 has been converted into one of the perilous 'smart' motorways with no hard shoulder, barriers preventing access to a soft shoulder, and safety refuges at infrequent intervals. A refuge is just ahead, the next one is 2.1 km further on, reaching this requires a hill to be surmounted. This closure was because a car could not manage this interval, and stopped on the carriageway just before the top of the hill.
