The postbox is set into the wall outside a former post office. The stamp vending machine, though now disused, is evidence of a facility once found quite widely. There is a detailed article on Wikipedia https://en.wikipedia.org/wiki/Stamp_vending_machines_in_the_United_Kingdom saying that the last machines were made in 1988 (this one is probably an earlier type) and were finally withdrawn, other than inside main post offices, in 2001.
