Each of the 7 staircases in Albermarle way is protected by a pair of monogrammed barriers like these. As can be seen, the passage at the foot of the staircase leads right through the building, so the barriers will be to stop cyclists (possibly even motorcyclists) amusing themselves by riding through at high speed.
