I have previously challenged dog walkers who leave poo bags on the route of their dog walks and have been informed "Oh! I am returning this way and collect it on my way back..." and "There is no bin so I have to take it home, but I don't want to carry it, so I leave it here and collect it on my return route..." More bins is the only answer. You have no excuse for passing a bin and not using it. I have seen dog walkers use ordinary litter bins, trees, hedges, gateposts, verges, tree stumps, benches, paths, walls, steps and even car bonnets to leave their little bags. I have seen one Buddleia tree festooned with dozens of bags like a sick Christmas tree... As a dog owner myself I have been challenged by residents eager to ensure I am not a flounter of the law, to which I have no objection. Education on the realistic health risks might help. More bins will definitely help. Regular emptying of these bins helps too. We are all in this together.
