The handsome upper brick built floors display fine oriel windows echoing the windows at the old Town Hall in Saville Street https://www.geograph.org.uk/photo/6755550, a feature which has been repeated in the Post-Modern dwellings at 111 Howard Street. The street was named after the family name of the Earl of Carlisle, once owner of land in the immediate area.
