The station pilot duty is a guess at this distance in time, but old maps show that the track it is standing on was a dead end with a set of buffers to the left just out of sight. A station pilot was available fairly continuously to enable vehicles to be detached from or attached to trains, which would be likely to be a fairly regular proceeding at a large junction station like Preston. A dedicated location like this meant that it could be called up at short notice without causing too many conflicting movements on main running lines. The 'Jinty' tanks were the maid-of-all-work shunting locomotives for the former London Midland and Scottish Railway, based on an earlier Midland Railway design.
