This cast-iron stench pole, like many in and around Cambridge, was made by the Black Country foundry of Ham Baker but has sadly lost its crown finial (for a nearby example with the finial intact, see Image). The notice high up on the pole announces that the area forms part of a Neighbourhood Watch zone.
