In their development of Leamington's New Town the landowners each had a plan for the layout of the streets but the individual plots were developed piecemeal by the plot purchasers, often as a speculation. Gloucester Street is an example. It appears not to have been subject to the requirement for a uniform height that was applied in the Parade. Seen from the closed burial ground of All Saints Parish Church.
