The sign is at the end of a narrow road leading to the control room for the Clyde Tunnel https://www.geograph.org.uk/photo/6348392. Here staff monitor the traffic through both north-bound and south-bound tunnels and can deal with any problems that arise due to accidents, breakdowns etc.
