Originally built as a house in the late 17th or early 18th century, but quite possibly enclosing part or all of an earlier building. The shop front on the left is a more recent (probably 19th century) insertion, and the whole property was Grade II listed https://britishlistedbuildings.co.uk/101254657-3-milk-street-shrewsbury#.XcAgkOj7RPZ & https://historicengland.org.uk/listing/the-list/list-entry/1254657 in 1969. It's currently occupied by a hairdressing business.
