The lights are set into the base of the exterior walls and once illuminated the subterranean workrooms at Howlett & White's (Norvic) shoe factory > https://www.geograph.org.uk/photo/5834732. They were made by St Pancras Ironwork Co based at Old St Pancras Road in London NW and York Road at Kings Cross. In 1868 they advertised their firm as engineers, ironfounders and smiths, selling amongst other items wrought iron and other stable fittings, Scott's Patent glass walls and economical greenhouses.
