In the Sheriff Hill suburb of Gateshead. This is near the Queen Elizabeth Hospital, over on the right. This part of Sheriff Hill is the highest part of Gateshead at 150m (500ft), and there are extensive views to the north along this road, despite all the housing. You can actually see the Cheviots from here, although just a hazy outline about the far end of the road in this picture.
