Tenement block by Alexander Watt, 1877. Originally continuous with 23-25 Belmont Street http://www.geograph.org.uk/photo/6202681 with which it forms a single listing Listed Category B http://portal.historicenvironment.scot/designation/LB44935 . The gap in the foreground is the site of no.29, demolished in the late 1990s when it was in derelict condition.
