According to the plaque (see Tam Nugent's https://www.geograph.org.uk/photo/3692987 ), the artwork was commissioned to commemorate the Letter of Guildry, which established the organisation of the various trades in the city of Glasgow. It shows a basket containing utensils used by important trades and crafts. Tam has found out that the work is by Doug Cocker and its title is "A Glasgow Bouquet" https://www.geograph.org.uk/photo/2165226 .
