The plaque is on the wall of 6 West Shore, St Monans. The arms were granted to St Monans in 1962, and the building was restored in 1970, so may date from then. The Latin motto "Mare vivimus" means "From the sea we have life" [https://www.heraldry-wiki.com/heraldrywiki/index.php?title=St._Monance].
