This is Central Bedfordshire College. The old A5 has a third number here I have just discovered, the A505. It is the A5183 in Hertfordshire to deter tourists from using it and use the M1 instead. I asked a road engineer and this is actually why some major roads are downgraded, including the nearby A6 which was subsumed partly by the M25 beyond its origin in Barnet and now doesn't exist until Luton.
