The institute's name is one of the many variants of Fleur-de-lis, the spelling used by Caerphilly County Borough Council. The building was erected in 1911 as Pengam & Fleur de Lys Workmen's Hall. It was built with two storeys, containing a library & reading room and a billiard hall. In later years the third storey was added to house a gymnasium and boxing club.
