Gloucester Docks was founded in 1580 by Queen Elizabeth I. Most of the converted warehouses in the background were built in the late 19th century, since the 1980s this area of Gloucester has undergone regeneration triggered by the council moving into one of the former warehouses. Victoria Dock can be seen in front of the warehouses. The tall artwork is 'The Candle' by Wolfgang Buttress. The Candle refers to the poem 'Requiem' written by local poet Ivor Gurney (1890–1937) who played organ in the local chapel as well as drawing upon the industrial heritage of the area.
