The valve referred to by the sign at Image It is set in the middle of the road, with the long side parallel to the kerb. "AV" is an auxiliary valve. These are sometimes used on either side of a service valve or fire hydrant, in case that needs changing, but in this case it appears to be backing up just the domestic stopcocks
