The Tommy Cooper statue https://www.geograph.org.uk/photo/3134992 dominates the view. Tommy Cooper was born in Caerphilly on March 19th 1921. The Cooper family moved to Exeter when Tommy was three years old. It was in Exeter that he acquired the West Country accent that became part of his act.
