In the days of the London Docks, Tobacco Dock served the huge Tobacco Warehouse, seen in the background and a Grade I listed building. It is an event venue, film and TV location and more: https://tobaccodocklondon.com Between the venue level and the water are two walkways, signposted left/west St Katharine Docks and right/east Shadwell Basin. The different types of railing deserve a comment. The grey fence at the back with mesh panels appears to be a generic style for the venue: unobtrusive but effective. The black straight-railed fence guards the public at the change of level. The chains at the water's edge also guard the public but would be easy to get over or through to give assistance to anyone who had managed to fall in. There are chains to hold on to just above water level.
