Neptune's Fountain was commissioned by the borough council in 1893. It was designed by Joseph Hall, the Borough Engineer and executed by RL Boulton and Sons. It is made from Portland stone and reflects the importance of water to the development of Cheltenham. It is Grade II listed, see: https://historicengland.org.uk/listing/the-list/list-entry/1387696
