The chimneys (and possibly the big buff building) are part of SMITE. This is the Submarine Machinery Installation and Test Establishment to test, assemble and outfit the engine modules for the UK's nuclear submarines. It has been used for the Trafalgar, Vanguard and Astute classes, It will also presumably be used for the SSBN successor class. Although there is nothing to stop you photographing this huge works from public roads it is strictly private and there are plenty of signs warning that trespass is a criminal offence and that unauthorised cameras and phones cannot be taken onto the site.
