The big buff works is part of the huge BAE Systems site where the UK's submarines are built. On occasions large modules are transported along part of this road between parts of the site. One part of the site, possibly in the vicinity of the chimneys, is where complete steam turbine propulsion packages are tested before installation. Be warned though, the site is under close surveillance and trespassers will be prosecuted.
