Steel was mayor of Carlisle in 1845 and 1846. The statue was erected in 1859, designed by William Frederick Woodington (1806-93), a prominent C19 figure sculptor whose best known work is the bronze relief of the Battle of the Nile at the base of Nelson's Column in Trafalgar Square. Marble figure on a granite plinth, Listed Grade II.
