This building first housed a pub in the mid-1800s, with the first licensee having been Robert Scarlet, a carpenter aged 39, in 1851 - 1861. The pub was then called the Surrey Tavern and would appear to have remained in business until early 2016. Apparently nothing has come of the plans to convert the building into accommodation.
