The 3rd bit of wall metalwork under the arch in Hall Street. "Work on this site was carried out by TASK FORCE NORTH under the MANPOWER SERVICE COMMISSION'S Special Programmes" I feel it something of an omission that the plaque does not say what work was carried out or when.
