Extremely non compliant, especially the £1000 fine bit - you would not get that to stick even in England. Actually a little investigation suggests that it had got a wee bit lost; you are asked to read the website it is exclusively for an estate in Northamptonshire. Presumably they are a little constitutionally confused. Disgusting, regardless of where it is erected. Do they fine you double if you run faster than 10mph?
