From the southern end of the roof terrace at the Westgate Shopping Centre. St Ebbe's was the poorest quadrant of central Oxford, a gridiron of small terraced houses cleared and replaced with these council flats and houses from the 1960s. A city development plan of 1964 imagined an exponential retail boom that would never end, with sketchy diagrams of high level shopping above a relief road, stretching all the way to the River Thames which is just beyond the second row of flats. Even the vastly expanded and rebuilt Westgate, opened on 24 October 2017, has not got anything like as far.
