On the one hand, a "No Entry" sign; on the other, a set of banners proclaiming one of the fast-food businesses in the motorway services, which does rather suggest they're inviting you in this way. In the 60 seconds or so that I stopped to take this photo, 2 or 3 cars headed into the northbound Hilton Park service area this way, so it's a common trick to ignore the No Entry signs.
