The Western Power Distribution electricity substation cabinet is located in Pomona Place near Travelodge Hereford and Hereford Cider Museum & King Offa Distillery on the right. http://www.geograph.org.uk/photo/5388908 The substation identifier is POMONA PLACE S/S 01060. A Caution notice on the cabinet shows the presence of SF6 (sulphur hexafluoride, an insulating gas used in high voltage systems).
